P2P (person-to-person): messages exchanged between individuals using standard consumer messaging, one human conversing with another. A2P (application-to-person): messages generated or transmitted by an application, platform, or API to individuals. The sender is an organization, even when a human composes the text inside a dashboard. Appointment reminders, delivery alerts, marketing broadcasts, donation receipts, two-way support conversations run through a platform, one-time passcodes: all A2P.

The test is not who typed the message; it is what infrastructure sends it and at what pattern. A staff member sending 500 identical messages from a web platform is A2P traffic. Two friends texting is P2P.

Why Carriers Split the Lanes

The two-lane system exists because the traffic behaves differently and carries different abuse risk:

  1. Volume asymmetry. Organizations send at scales no individual conversation reaches. Carrier networks need to provision and police that separately.
  2. Abuse surface. Spam, phishing, and fraud arrive overwhelmingly through automated sending. Requiring A2P senders to register their identity, through The Campaign Registry for 10DLC, verification for toll-free, campaign approval for short codes, attaches accountability to bulk traffic.

The practical consequence: sending organizational traffic through consumer channels, gray routes, rotating personal SIMs, unregistered long codes, is treated as evasion. Note what is not in the table: consent law. The TCPA (47 U.S.C. 227) and FCC rules apply based on what is sent, how, and to whom, not on the carrier classification. A2P and P2P are carrier-network categories; legal duties run on their own track.

Peer-to-peer texting platforms. Political and advocacy tools where a human volunteer clicks to send each prewritten message occupy a famous middle ground. The FCC's 2020 ruling addressed the legal side: human-initiated texts are not autodialed for TCPA purposes. Staff texting from a business platform. A case manager having a genuine one-on-one conversation through your organization's texting platform is conversational in substance but A2P in infrastructure. That is fine: the A2P lane fully supports two-way conversation, and registered conversational traffic is normal and welcome.

10DLC itself. The confusion peaks here: 10DLC numbers look like ordinary local numbers (which also carry P2P traffic), but "A2P 10DLC" is precisely the sanctioned system for organizational traffic on 10-digit numbers. Same number format, different registered lane.

What This Means for Your Organization

If software sends your messages, you are an A2P sender, and three obligations follow:

  1. Register. Brand and campaign registration for 10DLC, verification for toll-free, or a short code program. Unregistered organizational traffic is filtered no matter how legitimate the content.
  2. Follow the industry rules. Consent expectations, STOP and HELP handling, content restrictions, and identification, per the CTIA principles.
  3. Meet the legal layer separately. TCPA consent tiers, FCC revocation rules, and state statutes apply on top of carrier classification.

None of this is burdensome once set up correctly, and the registered lane is the reason legitimate messages actually arrive.

How Carriers Detect Misclassified Traffic

Organizations sometimes assume the A2P classification is self-declared and unenforced. It is not: carrier networks profile traffic continuously, and the signals that flag disguised A2P sending are well understood:

  • Send-to-receive ratio. Human conversations are roughly balanced; broadcast traffic is overwhelmingly outbound. A consumer line sending hundreds of messages while receiving few looks like exactly what it is.
  • Message similarity. Identical or templated content fanning out from one number is a bulk signature no human texting pattern produces.
  • Velocity and cadence. Machine-paced sending, bursts, precise intervals, round-the-clock activity, differs measurably from human rhythm.
  • Complaint and STOP density. Recipients reporting or opting out of a supposedly personal line is a definitive tell.
  • Link patterns. Repeated identical URLs, especially through public shorteners, compound every other signal.

When the profile trips, consequences arrive without a hearing: filtering ramps up silently, then the number is blocked, and numbers burned this way stay burned. The economics never favor evasion: registration costs less than the list of workarounds, and the registered lane is the only one whose delivery you can actually rely on.   • Grey route (or gray route): any path carrying A2P traffic disguised as P2P, unregistered long codes, rotating SIMs, offshore relays. Carriers close these continuously.
  • Snowshoeing: spreading bulk traffic across many numbers to stay under per-number thresholds; a filtering trigger and a carrier-rule violation.
  • Sanctioned traffic: messages moving through registered, verified channels at declared use cases, the lane where delivery is dependable.
  • Campaign Service Provider (CSP): the platform or aggregator that registers campaigns with TCR on behalf of brands.
